I found an entry in the MSI forum where several people are describing the exact same issue. The only solution was to exchange the board. If this is a known issue, you have a better chance at RMA You could always try booting the computer outside the case (remove all components and reassemble outside the case). Doesn't work every time but it rules out some weird issues. But the RMA is probably the best solution anyway.
