System struggles to reach maximum clock speed of 2.6 GHz.
I've tested two CPUs in my Optiplex 760, but neither reaches above 2.6 GHz, even when under heavy loads or stress tests. I also updated the BIOS from A06 to A16, yet the issue persists. When I start Ubuntu, it warns that VMX is disabled in the BIOS—does this relate to the problem? My PC functions normally, but I invested in the full CPU package and want to utilize it completely.
