It shouldn't be mentioned they're all in the right sequence. The way you're describing suggests the wrong wires were attached to the power switch headers—like the power or HDD LED cables. Since these complete the circuit, it seems like you're repeatedly pressing the power button, which accounts for the quick start and sudden shutdown after a few seconds.

It's reasonable, though I suggest revisiting the F_Panel connectors—it could significantly reduce your time and expenses.
