I'll run my PC normally for hours, then open the game for a while and close it. After that, I can use apps that are already running but can't launch new ones. When I try to shut down the computer, it says no and stays on the desktop. This has only happened twice in a row, so I had to force shutdown with the power button (not pressed). Tonight, the motherboard lights didn’t turn off.

Close the game using the Steam client. Pressing Ctrl + Shift opens the overlay, then click the top-left button to exit. This method works similarly.
