This game really motivated me to move up to an 8600k and then 9900k for better performance. Even with a 2080 Ti, I believe it might drop below 60fps in urban areas based on what benchmarks show—these titles are extremely demanding on both CPU and GPU.

The tests indicating performance drops usually assume maximum settings; lowering some parameters could bring you up to speed on a Ti. It's notable that even after boosting the CPU, I switched from 2400Mhz to 3200Mhz RAM, which significantly cut down stuttering. The Assassins Creed titles really pushed their limits.
