It’s quite strange; sometimes it doesn’t occur for half an hour, other times multiple times within five minutes.

It delivers 650w on its 12v rail, which isn't much better than what you had before and it feels like a lower-quality part overall. Still, I don't believe the power supply itself is the problem. Try connecting your power outlet to a grounded surface first; that could be a good starting point.
No! The Sharkoon is superior. It features a solid platform from High Power/Sirfa, identical to the one in Fractal ION Gold, with 850w @12v. Did @Alite swap out all the old cables for the ones included with the Sharkoon? Was a fresh Windows installation performed after replacing the motherboard and CPU? Test without a GPU and connect the monitor directly to the motherboard.

Always suspicious of manufacturers who claim a particular wattage but the 12v is less, but you're right, this one looks good.
