I improved my PC by adding these components: Ryzen 7 7700 Corsair Vengeance DDR5 6000MHz (cl36) and Asus B650-A. When I pressed power, the CPU fan reached maximum speed and then returned to normal after ten seconds before the system started up. This behavior seems related to a POST process.

Does your BIOS include a quick boot option or similar feature? You can also view the programs launching with the system and turn off those you don’t want to run. If fans are reaching maximum speed, it’s usually normal during the POST process. I believe some BIOS versions allow disabling this setting, though the exact steps vary by model—check your specific system for details.

That's typical. Wait for the post screen or splash to appear. The loading time depends on your motherboard's boot speed. With secure boot and fast boot enabled, it should be quick. You might want to try disabling XMP and setting memory to auto to see if that affects performance.

I confirmed the change was made while testing. I'll reactivate it now. Let's see if it works!

It seems the system is not responding properly. The graphics card is turned off, pressing <DEL> at startup displays a black screen, and it doesn’t boot at all.

If someone finds this discussion later, the fix was to use default RAM overclock. This led to most boot problems because it ran an Intel XMP profile on an AMD system. Updating the motherboard BIOS resolved the 100% fan speed and long startup delays.
