Your CPU appears to be operating at maximum capacity easily, which is unusual. You mentioned the integrated graphics are off and the clock speeds are high, yet your performance in Cinebench R23 was strong. The only clue you noticed is that the EDC stays at 100% all the time. The thermal readings seem normal, rarely exceeding 75°C. Any suggestions would be appreciated.

With a B or X series motherboard, you can adjust the PPT, TDC, and EDC settings to boost multi-core performance. These changes are available in the BIOS under sections like AMD Overclocking, then PBO or Power Limits.
