should have learned from the previous attempt I used an AMD processor but unfortunately it didn't work—
MSI Pro b650-S WIFI mobo
ASRock RX6500XT vga
crucial 2x15gb ddr5 4800mhz
AMD ryzen 5 8500G
Corsair RM750e PSU
the red debug LED for CPU and yellow for memory won't turn off, the fans to the GPU don't start (uncertain if they should or shouldn't), and nothing reaches the monitor
tested CPU power levels 1 and 2, and all possible RAM slots/combinations
checked CPU pins on the motherboard, everything seems correct
removed the motherboard battery for 10 minutes and replaced it
standoffs are positioned properly
CPU fan is still running
reapplied thermal paste again
flashed a new BIOS version that supports the 8500
and all other changes from the pinned post
please assist

The CPU needs the V19 BIOS, which was just launched in February 2024. Are you aware of the BIOS version you currently have?

If this is a new build sounds like bios version as stated above. Does that board have bios flashback? If so might try the steps for that.

Have you experimented using only the integrated GPU?
It might be worth checking if the BIOS is configured to send output exclusively to the iGPU.
Additionally, certain graphics cards delay fan activation until they encounter a specific workload.
