My little brother's setup includes an Intel 11700K processor, an Asus ROG Maximus Vii Hero motherboard, 32GB DDR4 Vengeance RAM, an AMD Radeon 6950XT, a Samsung 870 EVO 1TB SSD, an M2 Samsung 970 EVO 1TB SSD, two Seagate 1TB SDHDD drives, and he mentioned the computer doesn't load games at home but runs fine when brought over. He also had his power changed at his house because they said his place wasn't strong enough for a computer. He's still experiencing the same issue. I'm wondering if there might be a problem with the monitor.

Didn't include details about the PSU's make, model, and age in your brother's setup. The main variations are internet connection and power source. Have you asked him to test various display cables and output ports?

Is it possible that you won't observe the computer starting up in Windows? There should be no boot-up display, no POST details, no login window, and no desktop interface.
