Check the diagnostic codes or LEDs on your PC. They provide information about its status. On my ASUS X570 TUF, there are four LEDs indicating the POST process for DRAM, CPU, VGA, and boot. It cycles through them; if everything is correct, the boot light turns green and it starts Windows. If a specific LED lights up, it signals a problem with that component that needs attention.
I built a computer for the first time in two decades and encountered this problem during the first boot. I had to troubleshoot and discovered it was related to the graphics card and a driver issue. To fix it, I purchased a low-cost GPU just to get started with Windows and then updated everything along with new drivers. It resolved the issue afterward.
