I own three case fans—two linked to the power supply unit and one attached to the CPU_FAN on the motherboard. All fans along with the CPU and GPU work properly except for the third case fan. The system powers on and off in a cycle, which seems unusual because it functioned well previously with the same connections. I recently swapped out the old PSU, yet nothing improved. There are no BIOS alerts, no motherboard indicators, and the screen remains inactive. Here are the details: Windows 11 Home OS, GTX 970 GPU, Ryzen 5 3600 CPU, WD 500 GB 8 GB RAM, EVGA 750W PSU, two SATA fan cases, third fan from the case, 3-pin cable.

Turn off the WD drive and attempt to boot into BIOS. Adjust BIOS settings to defaults. Verify the temperature readings within BIOS—overheating is common when a computer shuts down. Remove the Heat Sync module and reapply thermal paste if necessary. If the issue persists in BIOS, power cycle the system. Reconnect the WD drive and monitor behavior. If it continues to fail, swap RAM modules and test with a different one.

The display is blank, unsure if I can access the BIOS.

With onboard video available, you can detach the GPU and link straight to the onboard HDMI.

No, it doesn't necessarily mean the GPU is broken. There could be other issues like a power problem or software error.

Start by eliminating all external devices such as USB drives and the graphics card. Keep only one RAM slot active. Replace the existing RAM modules with new ones and rearrange the slots. If this doesn’t work, the motherboard or power supply unit may be defective, though the processor is less likely to be the issue.

The GPU requires a compatible power supply. Have you replaced the existing cables with the new one?
