Problem: When the system is connected, the fans, case fans, and GPU fans start spinning right away. I can power on the PC and the LED lights on the fans turn on. The system boots up and functions correctly.
If I close the PC from inside the windows, it appears to shut down but the fans keep spinning continuously. I’ve tried pressing the power button and the system still powers off with the fans running, though usually the RGB stays active during shutdown this way.
Specs: Cyberpower C series, Ryzen 5 3600, Gigabyte B450M DS3H Wifi, Gigabyte 1650 super, Apevia Prestige 600w Gold PSU.
Notes: These cases have an LED strip, a Cyberpower logo LED, and three ARGB fans connected via a built-in controller. From the controller, there’s a single ARGB connector plugged into the board. The controller receives SATA power, and each fan also uses Molex for power.
What I’ve tried: Updated BIOS to the latest version. If I unplug the 24-pin connector with fans spinning but the PC off, all fans stop, including the Molex ones connected directly to the PSU. Anyone have similar experiences or suggestions?

Threw in a known good PSU, same issue appeared.
I found the problem, you're correct—it was a mix of the argb header and the fan controller.
If I removed either the SATA power or the argb header from the controller, the fans stopped spinning completely.
I think the situation is that the 5V standby used by the argb header to power LEDs when the PC was off is being fed back into the PSU through the controller's SATA connector, which is causing everything to receive power and spin.
Looks like a poorly designed controller in this case; I've never experienced this before.
If anyone else faces the same problem: you can either plug in the argb or the SATA plug at once, not both. The controller functions properly with the argb input from the board when the SATA connector is unplugged. Using the SATA connector and removing the argb allows using the case buttons to control the RGB lights.
