My i5-2400 runs at 3.1 GHz base with a 3.4 GHz turbo, but under stress it caps at 3.3 GHz. I still want the boost to 3.4 GHz for gaming and performance. I've noticed many users reach full speed on userbench tests. Temperatures stay low—32°C idle, 55°C under load. Are there BIOS settings to disable CPU C STATES or similar options?

The 34 multiplier applies only when one core is running. The C states need to be turned on as well for the maximum boost. Some Intel CPUs allow partial overclocking, which could add +4 to those values. Consider using Intel XTU or ThrottleStop in your BIOS to explore further options.
