I possess two 2x8 GB RAM sticks from G.Skill Ripjaws V DDR4-3200. With XMP activated, the clock speed displays as 1600 MHz. I attempted disabling XMP and manually adjusting the settings, but the speed remains at 1600 MHz. The motherboard is an MSI Z690-A DDR4 and the processor is a 12600KF.

DDR means double data rate. Multiplying the real clock speed by 1600 gives an effective speed of 3200.

The recommended frequency is 1600 MHz. Enabling XMP doubles it to 3200 MHz.
