Right now my PC's CPU (12700k) is spinning at 97 GHz with only 27% usage, but I'm still unsure why or how to resolve it. I've tried replacing the CPU, disconnecting the thermal paste from the PSU and power cables, updating drivers, and checking the BIOS settings to try boosting performance. Boot time is longer and apps, files, and games open very slowly, especially games which seem to be lagging badly.
Your Windows power plan configuration is being asked, along with installed motherboard tools and recent changes. Settings are being checked for automatic status, and whether CPU behavior has shifted since any adjustments.
I verified the power configuration before, it was set to Ultimate Performance. Then I adjusted the minimum and maximum processor states, but they unexpectedly showed 0%. It seems something changed after running a quick program and installing the PCAppStore with a PS3 emulator.
I didn't mean exactly that, though I've noticed emulator programs limiting CPU speed or RAM usage. That's typically handled by the software, not your power plan.
I'm able to play games once more, though the dragging icons on the desktop, shifting windows, and opening the file explorer feel a bit slow or laggy.
@KakashiSaiyan Consider trying Crystal Disk Mark to see how fast your drives are. It may suggest one of them isn’t working right. https://crystalmark.info/en/download/ What speed do Core Clocks report now when the computer is idle on the desktop? Run Cinebench R23 and compare your results with others using similar CPUs. https://www.techspot.com/downloads/7579-...h-r23.html Are you seeing steady performance or are your Core Clocks fluctuating? That could mean throttling. When you run Cinebench, look at the HWiNFO Limit Reasons to spot thermal or power-related restrictions. If turbo limits are set, verify their values in HWiNFO. A system with a 12700K and a functioning SSD should run smoothly without lag. Multiple problems can happen—keep testing. In Task Manager, see if background processes are using resources when the machine should be idle. Your screenshot shows 18% utilization, which is high for a standby setup.
Disk C shows 3409 in idle status with no startup apps detected.
Your SSD performance seems normal, but your CPU speed is significantly reduced. Cinebench R23 results are poor. What power plan is active now, and what are the current minimum and maximum values? It’s impossible for both to be at 100%. It appears some software you installed is interfering with your Windows power settings. Remove the emulator you added, restart your machine, and reset your power plans. Ensure the High Performance and Ultimate Performance plans have their minimum and maximum set to 100%. Any program that alters power plan settings without permission and fails to restore them shouldn’t be installed.
