System paused with low activity 39% load 1.17GHz

The e5700 CPU remains stuck at 39% with poor performance. I've installed new drivers, removed and reinstalled them, changed the BIOS settings, adjusted the voltages, but nothing improves the situation. It's running in balanced power plan, which doesn't make sense since it never exceeds 39%. Anyone have any advice or solutions?

This processor is quite outdated and underperforming. Upgrading to a Core 2 Quad would be a good idea, likely costing around ten dollars.

Review the "Processes" section to identify the one consuming the most CPU power. Consider upgrading to a 45nm Core 2 Quad if possible (Xeon recommended only when budget allows). Reminder: Your current RAM usage is 4GB, which can strain an HDD when using Windows 10. Turn off "Hibernation" from the console to free up space on your OS partition.
