Once I put in my new graphics card, I chose to clean up my hard drive and begin anew. After formatting the drive, the message appeared: " (Windows cannot be installed to disk 0 partition 1. Show details)"

Yes, it's possible. When you start the installation from a USB or disc, it will prompt you to choose a partition. Press Delete to erase everything on your HDD or SSD before installing. If the USB doesn't work, the OS might be damaged—consider copying it to another medium first.

Remove all partitions from the target drive before installation. After completing that, select the desired drive for Windows and proceed by clicking continue or next.
