System issue preventing posting, all attempts made
Problem resolved, the issue was a defective/broken 24pin cable, which was never encountered before...
New setup, not entirely new to assembling.
Components:
MSI PRO Z790-A WIFI
i7-13700KF
Kingston Fury 32GB 6000MHz kit (KF560C36BBEK2 - 32)
MSi Ventus 3x 4070
AORUS modular psu AP750GM
2TB M.2 from Kingston
Carefully assembled everything, initially after pressing the power button the CPU light flashes briefly before turning yellow and staying illuminated.
What I attempted: (by the way, assembly was done on the card of the motherboard)
Removed GPU, M.2 drive, used only one RAM stick in each slot, even tried without any RAM sticks – it worked since it should remain on DRAM when none is present
Also tried delaying the process for "DDR5 training" and I heard it could take up to 15 minutes. Didn't help – the CPU cooler became extremely hot, though it was mounted correctly.
Running out of options and ideas.

Did any problems occur when locking the CPU initially? Such as accidentally placing the socket brace over the motherboard socket guide screw, pressing down while the back of the brace touched the CPU? It might help to inspect for bent CPU pins.
Because the psu included some unusual cables, along with capacitors, it appears they were there to improve power stability. The 24-pin pins looked disconnected and weren’t making good contact, which likely prevented the system from booting.
It was connected properly. The issue was with those specific pins, similar to when you attempt to pin out a connector—some of them were loose. It wasn't the connector itself, just the pins inside.
