These guidelines aren't about strict minimums for performance at 60 frames per second. Consider reducing the settings to lower or medium levels...

Consider they likely refer to a 4GB RAM setup with Windows 32-bit, which probably translates to around 8GB on a 64-bit system you're using. As noted before, only about 7GB will be available since the integrated graphics consume 1GB. It's clear you're working at 1920x1080 resolution—not 1440x900—and the recommended level is likely Medium or Low, not High.
