If you're rendering on the CPU, it should hit 100%, unless I'm not understanding the problem? HWiNFO open to the Sensors screen when you do this might enlighten us on if something else is amiss.

It's possible, but this red light feature is unfamiliar to me. I wouldn't have recognized it if it had occurred before; it's something I've never seen before.

Others have mentioned that seeing the CPU reach 100% during heavy tasks is ideal. I wish I had money for each thread I've noticed on these sites about people complaining their gear isn't being used fully. When discussing the motherboard indicator, we must understand which one it is and what it means.
