I didn’t take any new steps this time. The reinstallation seems to be the problem... I can’t proceed without it stopping or restarting. Even in the settings menu, it either shuts down or ignores input. I’m not able to fix anything. Honestly, I’m stuck here—unless it’s a dead CPU, I don’t know what else to do. The only thing I have is the part that needs replacement. I’ll have to wait for shipping.

remove it and verify alignment of pins on the board. If everything is straight, reapply paste. Secure firmly using even pressure. Occasionally, adjusting pressure can pose a challenge.

The CPU will be available Thursday. I’ll keep working on it until then, but I’m running out of ideas.

It was a completely unresponsive CPU. I got the latest one today and managed to boot immediately, installing fresh Windows... everything functions as expected. It's hard to believe the 7600x was faulty from the start. Besides all the usual steps, I also performed a BIOS update, added another RAM module, and swapped in a different SSD—none of those changes helped. This was my first time encountering a dead CPU! I'm hoping never to face it again. Thanks for your support! This setup was really frustrating.
