System hesitates during inactivity.

I'm experiencing a problem where my computer skips frames and becomes unresponsive while sitting idle on the desktop. After completely resetting Windows, deleting everything from the main drive, and checking Task Manager, there are no usage spikes. My hardware appears to be new and I have no applications running.

I installed all available drivers for my computer and refreshed the BIOS settings for the motherboard, but it continues to stutter.
