Check the low CPU clock speed issue. It only operates at 0.80 GHz during startup. Regarding the device manager error, a disabled driver for the processor might be causing the problem—an alternative driver could resolve it.

Consider removing all processor entries from the Device Manager and restarting the system. This could prompt Windows to install the correct drivers. Execute ThrottleStop as well. If the BD PROCHOT warning appears in red, clear the BD PROCHOT option on the main ThrottleStop interface. Another user recently faced the same issue—share any ThrottleStop screenshots if your CPU is throttling for another reason.
