Your CPU is stuck at a low base speed of 0.8ghz regardless of what you do. In manual mode, you can change the frequency to any desired value, but without it, it remains fixed at that slow rate. There might be someone with experience who can advise on possible fixes or settings adjustments.

Verify your voltage in BIOS. Consider reinserting your RAM. Apply all available BIOS updates. Additionally, ensure your voltage reading (in BIOS) meets the minimum standard (at least 1.2V).

It seems like the BIOS configuration might be the problem. I’d try resetting the CMOS first, then turn on XMP, and that should resolve it.
