Upgraded to an i7 9700k recently and tested the performance. It seemed stuck at its base frequency even with full usage. Checked the BIOS to confirm turbo boost was enabled—it was on. Now I’m unsure what further steps I should take to boost its speed.

Which CPU did you replace? Did you attempt to reset the BIOS? What type of motherboard and cooling solution are you using? I’ll need more details from you.

As discussed in the questions, even with CPU turbo enabled, using tools like Prime95 to fully load all cores won't significantly increase performance. You'll likely encounter a thermal limit very soon.

Moved up from an i5-9400F and reset BIOS three times. Stay calm! Pure Rock Slim 2 is the better ASRock H310CM-HDV board.

I ran cinebench and kept the CPU temperature below 83 degrees. The CPU frequency remained constant at its base setting.

This weak motherboard isn't designed for a fully clocked 9700k. It's not capable of handling the high demand, which is why it stays at 3.6GHz instead of the intended 83c. The chip doesn’t get enough power to run at the 4.6GHz turbo speed. If you could, you’d probably turn it into a cutting board and use an older Z390 motherboard so the processor can perform better. Good news—you avoided getting a 9900k with this board!

Run Cinebench with ThrottleStop enabled and open the Limit Reasons window. Check if PL1 or PL2 power limits turn red. Your motherboard might not be applying the correct limits. Share ThrottleStop screenshots while the CPU is active but not at full speed. It could also be overheating voltage regulators. The ASRock site notes issues with 95W processors on that board.
