You encountered this problem recently. The laptop, a Dell Latitude E7470 running Windows 10 Core i7 with 8 GB RAM, functions properly when connected to power but slows to 0.39 GHz and freezes when unplugged.

You could also attempt a stress test to determine if performance improves during intensive use. It appears the device is prioritizing efficiency while preserving battery life. If stress testing doesn’t yield results, reviewing BIOS settings for any accidental activations and considering an RMA might be necessary if it’s defective.

Check the FIVR and TPL interfaces along with the Limit Reasons display when your CPU slows down. When the BD PROCHOT indicator turns red, reset the BD PROCHOT setting on the main ThrottleStop screen.
