Give it a light dusting, or clean the exterior or exhaust. If that didn’t help, swapping out the thermal paste could be the next step.

Not at all. A CPU in an Intel laptop will slow down when it overheats. Turning off BD PROCHOT won't stop the thermal throttle. This issue is typical for laptops. Identifying the cause usually requires about 2 seconds of testing. After that, you can determine if the device needs repair or not.

It looks like you're mixing it up with stopping thermal throttling, which I didn't suggest. BD PROCHOT and PROCHOT are distinct concepts.
