System details: Ryzen 7 3800X 8 cores, 16 threads, 3.9GHz base, 4.5 turbo Aorus X570 Pro Wi-Fi (BIOS F11), 2x16GB Corsair Vengeance RGB at 3200MHz, Gigabyte RTX 2070 Super X3 fan, 1TB M.2 SSD, 480GB Patriot Burst 2.5", 2x1TB HDDs, 650W Corsair CX650M. My CPU is stuck around 4.2-4.35 GHz and won’t adjust higher even with different tasks. I reset the CMOS because I couldn’t enter BIOS with multiple monitors connected. Power plan is set to Balanced, overclocking is off. At 3.2GHz it cools to 38°C, rises to 3.35GHz then hits 45°C. Please help.
Have you checked Ryzen Master, turned on the default profile, and reset it? Does your BIOS appear standard?
The Windows Task Manager and Aida64 appear to display inaccurate data. I experienced identical problems with Ryzen Master, which shows sensible readings, while Task Manager and Aida64 only show random numbers. Please see the attached image for reference.

Infrequently. I've encountered 4500 MHz a few times, though it typically caps around 4400 MHz even with the 200 MHz boost in UEFI. Running CPU-intensive tasks such as photo editing keeps it near 4300 MHz.
Did you configure and tweak your power settings? Before changing to AMD Ryzen Balanced, I had comparable performance. After adjusting the minimum and maximum processor states in Processor power management, my idle speed reached 2.2GHz while temperatures stayed in the low 30s.
