CPU remains stuck at 800MHz despite profile changes. Swapped BIOS settings from 5GHz to 4.9MHz temporarily fixed stability, but now the system boots at 800MHz. Loaded optimized defaults in BIOS still not resolving the issue. Please advise further steps.

800MHz is idle clock for a lot of CPU's, are you actually putting load on this thing? when there's nothing to cause a high cpu load, there's no reason for the cpu to be at max clock, so it will not be there.

It seems like a small issue was fixed by clearing the CMOS, and everything is now working properly at the default settings.
