It doesn’t seem like the problem—it appears normal from this angle and there’s sufficient paste applied. The temperature is set at 30°C, so why would it not heat up?

Uncertain why the processor cooled down. Unless the check is deceiving you... it's due to overheating. Swap out the CPU cooler. You might think you handled it well, but something’s definitely off—don’t skip the re-seat and double-check. Saying it looks fine isn’t enough to resolve this issue.

I've reassembled this system several times as well; even when I say it looks fine, I can see the CPU and cooler inside the case. I believe the power supply might be the problem.
