System frozen at 0.78GHz, need assistance!
I recently replaced my CPU fan and RAM, but the PC wouldn't boot properly, requiring multiple rebuilds. Once it started, it displayed a blue screen indicating insufficient power. After several attempts, it began to boot in Windows. During startup, the CPU speed was reported as 0.78GHz instead of the expected 3.8GHz. In IETU (Intel Extreme Tuning Utility), it shows thermal throttling. My processor model is an Intel i5-8400. I suspect a power supply issue might be involved. The upgrades included a stock cooler, Cryogenic H7, 8GB RAM, and 24GB RAM.
Considering a return to 8GB of RAM could help. It might ease the strain from memory training.
CPU cooler placement isn't correct, missing thermal paste, and other issues are present. Address the heat problem by checking your cooling system.
