Additionally, I’m unsure if this adds more information, but putting the PC to sleep and then attempting to wake it up results in the display remaining blank while the RGB lights activate and the fans begin spinning.
I don't rely on sleep & co, I shut it down. Does your problem continue when you turn it off?

I checked my friend's 1650 super, and it still shows a red light. The issue keeps happening.
I don't have time for that, so I'll likely just purchase a new one and check it out.
