You're facing a tough situation with your fiancée's PC not booting. Let's go through what you've done so far and see what might help next. It sounds like you've covered a lot of ground, but there are still some key points to focus on.

First, the fact that you've tested multiple motherboards, CPUs, power supplies, RAM sticks, and even tried different GPU configurations suggests the issue isn't with the hardware itself—just possibly with how it's being powered or recognized by the system.

You mentioned a "sufficient power" LED from the GPU, but it's not lighting up properly. That could mean the GPU is receiving enough power but something else is blocking its signal. Also, the error beeps and LED flashes when no RAM is installed indicate a potential RAM-related issue or a failing motherboard component.

Since you're still getting no errors when everything is plugged in, it's possible the problem lies in the BIOS/UEFI settings or a corrupted boot configuration. Have you tried resetting the BIOS to default? Also, double-check that all cables are securely connected and that the power supply is delivering stable voltage.

If you're still stuck, consider reaching out to a professional technician for a hardware diagnostic—especially since you've already ruled out basic power and RAM issues. Let me know what you find next!

I often remove everything from the case to check for a short circuit. Place the motherboard on a phonebook, insert one stick of RAM, connect the CPU/cooler, link all power cables, and attach a USB keyboard. Disconnect the power jumper and observe the results. If the keyboard’s caps lock or numlock lights up, try toggling them. If successful, the board works and the problem likely lies elsewhere. Give it a try and let me know what you find.

On the B85 there are at least two bent pins in the socket. I recommend checking both sockets and straightening any bent pins. Two have two boards and two chips, all not working seems unusual. It might be better to handle this outside of case after sorting out the sockets. I don’t know where these boards or chips originally came from, but do you know if they were functioning before your attempts?

Yes, the latest bios versions are available for those chips.

tested both mobos with a solid psu and extra ram. My hyperx keyboard won't turn on at all. The off-brand keyboard lights up but the caps lock stays off. My asus board and the original 4790 worked well for more than two years, but just two weeks ago it stopped working. The psu was removed from a functioning dell optiplex that i upgraded to a plex server. The ram came from my mom's old pc, which i upgraded myself, so it seemed safe, but nothing else connected and it still won't boot. I'm unsure if the intel board has the latest bios, though the asus board with the 4790 worked fine before.

Either the faulty processor or the defective motherboard could be the issue.

I'm really lucky, I don't have another way to check if my CPUs are working properly. I own a 4th generation i5, but it seems like I've lost it. I only have a 2nd and 3rd generation i3 now.

There are bent pins or signs of wear on the photo you shared, which supports this idea. Considering the age of the items, it’s likely you can locate an affordable motherboard at places like Goodwill or your nearby Craigslist.
