It seems the issue isn't with the CPU itself, since you've replaced it and it's not working.

If you didn't do it correctly it won't clear - That's why I posted the steps to do it correctly. If you still have power from the wall outlet to the power supply AND you didn't switch off the PSU it held it's current settings because it's still getting power from the PSU - Removing the battery doesn't affect it as long as you have power going to the system itself.
