You don't require TPM 2.0 on Windows; just use the firmware TPM. The power pins on your motherboard might be short, or the case's power button could be faulty.

I assumed you had problems only after turning on TPM2. How did you restore your BIOS settings?

Oops, thank you. The issue was clearing the CMOS, not resetting the BIOS.

The fans aren't turning, and the screen isn't displaying anything. Pressing the start button produces no effect—it feels like the PC is entirely inactive, except for the mainboard RGB lights.

The motherboard RGB activates unexpectedly. It’s strange. Try removing all USB devices and operating the PC using the keyboard and a display.
