Hey, you're experiencing a boot issue where your PC won't start normally and sometimes requires pressing the power button repeatedly. The CPU lights up on the motherboard now, which suggests a problem started after trying to enable WOL. You've already attempted resetting BIOS, updating BIOS, and cleaning a Windows 11 install. Clearing CMOS might help if you can access it, though it may require removing the GPU. No unusual activity was detected in the event viewer. Your system specs are i5-9400f with MSI h310i pro and RTX 3060 Ti. Let me know if you need further guidance. Thanks.

Are there any lights or error messages on your motherboard? This might point to a CPU fan problem, OS or drive issue, or something else. Also, check if Fast Boot is enabled—turn it off if you have it, as it could be causing persistent issues after a reboot.

There are indicator lights available, which is all the information I have regarding the problem. It seems like an OS or driver issue might be present after the Windows clean install. I disabled fast boot and will let you know if it resolves anything. Also, I reviewed the manual before sharing this, though I’m not sure—it could be a CPU or memory-related light that’s on. It’s odd that it boots on the second try each time.
