I'll attempt the lower position using the new GPU.

You're experiencing issues because the system isn't properly seated or configured after removing the motherboard and installing the GPU. The drivers might not have been fully applied, or the case might not be stable enough for the new components. Try securing everything firmly and ensuring all connections are correct.

It seems like you're describing a strange experience with your old Dell computer. It sounds like something unusual is happening—maybe a glitch or malfunction. I had one during retirement and noticed it could spark a strong reaction when I used it.

I've never encountered anything like this. I'll attempt it once more by removing it from the case to check if it functions properly.

Are there any gaps or misalignments in the motherboard mounting points? Could a piece of case steel or similar material be touching where it shouldn’t?

Currently the setup is using basic plastic parts, while the bottom slots function properly. The top slot only works occasionally and needs several restarts to show anything. Interestingly, my older GTX 970 runs fine in the top slot. This is confusing.

The 6700 PCB appears to be thinner than the 970's, which might affect proper seating. It's unclear if board thickness is consistent across all GPUs or if there are differences between manufacturers. If it requires several resets to function, the issue could stem from that rather than the physical design.

You need to test the GPU on a different machine.

I don’t have another PC Sad( My friend suggested removing the M.2 drive next to the GPU and using a slower slot. Perhaps then it would boot. I’ll give it a try.)

The removal of the m.2 did not resolve the issue.
