System fails to boot but display remains active.

When I turn on my system, the VGA light appears but the PC doesn't boot. I've tried moving the GPU to different PCIe slots, but it still doesn't work. When installed in a friend's system it functions properly. I think the problem might be with the motherboard or power supply unit. Anyone have suggestions?
Disconnect the power supply, remove the small battery from the motherboard, press the power button on your computer case a few times, reinsert the battery into the board, connect the PSU and turn it on. This should fix the problem?
You're experiencing the same issue again. The battery was removed, CMOS cleared, but the problem persists.
Powering up triggers the fan to spin, initiates a power cycle, and activates any associated lights or indicators. Verify all cables from your PSU are firmly connected to the board and GPU. For testing, connect directly to a standard outlet using a surge protector if available.
Pressing power activates all fans—three fronts, one exhaust, both GPU and CPU fans. Debug indicators in the corner move from CPU to DRAM and remain steady on VGA. Once powered on, fans continue spinning, and you can only shut it down by holding the power button for ten seconds.
