Recently my computer has been experiencing stuttering and slow performance unexpectedly, especially when nothing is actively using resources. I've also observed sudden spikes in CPU usage reaching 70-100% without any workload. Typically, the 'system' or 'Opera GX' are the ones consuming high amounts of power. Idle CPU usage remains between 5-15%. These issues become particularly noticeable during downloads from Steam, loading GIFs on Discord, or when streaming content. The computer becomes unresponsive due to stuttering, and CPU temperatures are normal. I've tried updating drivers, powering the PC on and off, running antivirus scans, and more, but nothing resolves the problem. RAM usage seems elevated, though it doesn't show spikes linked to memory activity (it usually stays around 8-10GB or 16GB when idle). The RAM is relatively new, and I've faced these problems before my system specs were installed: Intel i7-8700, MSI RTX 2060, 16 GB Corsair Vengeance Pro 3600MHz, Asus ROG B360-F, with a 1TB Kingston A2000 M.2 SSD and a 5TB HDD for backup. Thank you for any advice, and feel free to ask if you have more questions.

Talk about your boot drive? How’s it performing? Have you checked for S.M.A.R.T. status using CrystalDiskInfo? Ran a memory test with Memtest?
