Are there any parts you could replace to help identify the problem? I suspect a motherboard or BIOS chip might be involved. If you have an integrated graphics unit, attempt to boot from it instead of your graphics card.

Try removing the RAM, then test with one stick before another. Reinstall or re-seat your GPU as needed.
