Try setting the default action to "Run Command Prompt" in your system settings or using a shortcut that triggers it. You can also configure keyboard shortcuts in your registry or taskbar preferences.

Using shift and right-click to launch PowerShell isn't ideal since it lacks admin rights. Try typing "start cmd" directly in the shell instead.
