In short, I haven’t used my desktop password in months and chose to upgrade Windows. Now I’m locked out and risk losing my data. The forgotten password seems impossible to recover. I realize I didn’t back up both drives, though I usually don’t store projects on the C drive.
Based on where the data was kept and whether the storage was protected, you can access the laptop by removing the drive and connecting it to another machine as an external or non-boot device. Once connected, you can retrieve files directly from it. If the drive is encrypted, you'll need to use specific methods to unlock it before extraction.
You can use an available external storage such as a free hard drive or USB stick to install Windows or Linux, then start from that device and connect the locked drive.

It could be the issue. I'm pretty sure Windows doesn't need an internet connection for login, but if your password ties to a Microsoft account, you might need online access to reset it.
I’m not sure about it, but I can’t be sure. I don’t have a USB Wi-Fi adapter or anything like that. It’s really not my thing to spend money right now since my laptop should be working again in about a week. Why should Microsoft complicate things more than necessary?
