This behavior is unusual and could indicate an issue. The PC appears to be cycling through fan speeds rapidly, then briefly shutting down before restarting at a lower speed. Is it only when the PC is disconnected from power? Certain power sources perform a check that briefly powers up the system before switching it on completely. My EVGA PSU follows this behavior—it's typical.

This process involves memory training with xmp activated. It's standard behavior. Configure all settings, then install the OS and programs in stock mode. The board will function properly once defaults are applied during cold start.
