3600 might be the top choice if you're okay with it. Otherwise, consider Zen 3 unless the 3470 is really underperforming. A 3600 could be the best CPU you can afford in this range.

When we play overwatch his loading screen (goes pee, gets a soda and makes toast with Nutella) and still takes about another 3-5 mins but no lags once the match starts, what do you think should we wait? GPU gtx 970

The system should handle Overwatch at 1080p without issues on your i5 3470 and GTX 970. Check the exact RAM amount installed.

He only has trouble with his 3D printing assignments. Creating designs and calculating them at school takes just 3 hours, but it consumes 17 hours on his system.
