I plan to upgrade my PC's motherboard from a Gigabyte GA-A320M-S2H to a Gigabyte B450 AUROS ELITE. I’ll also replace my CPU from a Ryzen 3 3200G with a Ryzen 5 1600 AF, though I’m not sure if swapping affects performance. Before or after the change, I want to know what steps are needed to ensure everything runs smoothly and works as expected. I need guidance on any necessary actions to prevent data loss, checking Windows requirements, installing drivers, and keeping my license valid.

I think the license depends on the motherboard. I'm not sure if you can move it unless you have the key. People here might know more about this. Regarding the CPU swap, why do you really need to downgrade? The Ryzen 3000 is newer and technically better, though it only offers a few extra cores. You'll get more performance with 4 to 6 cores, but the single-core speed will be slower. The Ryzen 5 1600 is cheaper than the 3200G. I recommend getting at least a Ryzen 3000 CPU if you plan to upgrade. You could also consider the Ryzen 5 3600 or even the Ryzen 5000 if possible. Upgrading the motherboard gives better connectivity and more customization options.

Someone confirmed what works technically. The Windows license might not move automatically because of the motherboard change. But there’s a way to handle activation issues—you can disable the previous setup and use the new license if you have an active Microsoft account on your old machine first. A Microsoft account connects it to your account instead of the computer. For other points, it makes sense to download and install the new motherboard drivers after moving the drive in. Windows 10 usually manages new boards and provides enough drivers to boot the desktop. I also agree with @FRD’s thoughts on performance, but if you want certainty about compatibility, it’s likely yes after checking licensing and drivers.

You can link your Windows 10 product key to your Microsoft account. Alternatively, you might simply note it down prior to upgrading and re-activate it if needed, as I believe deactivation is unlikely.

Based on your specs and the numbers, upgrading to the Ryzen 5 1600 AF should indeed reduce the CPU bottleneck from around 10% to about 1%. If you’re looking to stay under $200, consider the Ryzen 5 3600 which is often priced near your budget. It might offer better performance than the 1600 AF while keeping costs manageable.

You’re swapping 2 cores and downgrading two Ryzen generations. Try the GPU and run benchmarks if possible, or check YouTube tutorials for the components you plan to use. This will tell you if the CPU will actually hit 100%. Those Amazon prices seem fresh, though. The Ryzen 1000 and 2000 are a bit dated now and hard to find, whereas the Ryzen 3000 and 5000 are still available. The 1600 is reasonable but a bit pricey. The 3600 is too costly—you could get a 5600X for that budget. Have you thought about buying a used CPU? I’m not sure, but a 1600 should cost no more than $100, 2600 around $100-125, and 3600 about $150-175. For under $200, the Ryzen 1600 AF or 2600 are your top choices.
