You're trying to master this ability, but you're unsure whether it's a side mission or part of a larger story. It seems like you haven't completed either yet. The key is to gain the necessary skill to use it.
I updated my post soon after publishing. It’s unclear if it was a quest or an unlockable ability in your character sheet, but you’ll need training either by leveling up and unlocking it or completing a quest that lets you use it. I recall being stuck for the same reason when I revisited it, unable to overcome those guards.
I'm planning to check out gameplay recordings to catch up on anything I overlooked.
It seems there might be a problem. I recall facing similar issues when I first played it, but you should be able to assign it to a party member; other NPCs should still identify you as Sith.
