When trying to launch applications, they resist opening. They prefer to be opened, but once they do, they become unresponsive. Right now, I can't access Uplay, Steam friends list, control panel, Task Manager, WinRAR, or File Explorer.

No, you cannot view a preview of the window by simply hovering over their icon in the taskbar.

They might be using God Mode, so turning it off could remove the invincibility. A screenshot would be useful for reference.
