I haven't adjusted the visual options since I prefer the current appearance regardless of low settings.

You could go with a faster per core CPU, as your GPU isn't using its full potential to build frames each second (based on your reported usage). Note - likely its because its an online game - you are also bound to building frames waiting on information from the network.

Investing in upgraded equipment... to manage the overclocking... might yield minor improvements and possibly miss the mark. Or simply tweak some selection parameters. Have you even looked into YT tutorials about FPS boosts?... sometimes... (more modest cuts) can make a difference or even help with enemy capture. The game heavily struggles in certain sections while performing well in others, and all systems are affected negatively in those spots.
