Classic Shell handles the Start Menu well, but I haven't used it with Windows 10 before. Could be worth checking out. http://www.classicshell.net/

I understand you're looking for the start menu appearance from a picture, but I can't view images. Could you describe the image or provide more details?

There are numerous programs for replacing the Start menu. Just test them all and adjust each one to fit your needs.

It might be true, but I've already tried most of them and none offer a way to mimic the image, unfortunately.

It's possible the person who shared the screenshot created a unique theme but didn't release it publicly. Have you attempted to contact them, assuming you can identify them?

Attempted but couldn't locate anything matching the item in Google search images. No results found on how to style the custom theme as shown. I believe this situation is becoming difficult to resolve. Edited March 23, 2017 by Mythical22. Sorry for reading your comment twice and noticing you reached out.

I explored a bit and reached out to the person who handled that screen menu. He advised using a classic shell Windows 7 look and stripped away anything I didn’t like. I’ve attached my findings and asked him if he can share his configuration. Keep an eye on the update for more details—Menu Settings.xml.
